Hundreds of government officials and over a thousand civil society representatives will gather from 14 to 23 July at UN Headquarters in New York for the 2025 High-level Political Forum (HLPF) to assess progress on the Sustainable Development Goals (SDGs), share successes and challenges, and identify actions and lessons learned to help advance a fairer, more inclusive, and sustainable future for all by 2030.
Under the auspices of the UN Economic and Social Council (ECOSOC), this year’s Forum marks the 10th anniversary of the adoption of the 2030 Agenda for Sustainable Development and the launch of the Voluntary National Reviews (VNRs). It comes at a critical moment, as countries work to advance solutions to ongoing conflicts, economic uncertainty, and the climate crisis.
“The High-level Political Forum will play a crucial role in contributing to the follow-up of the Summit of the Future, and its Pact for the Future. It will draw the experiences of countries conducting Voluntary National Reviews offering a barometer of progress towards the SDGs,” said H.E. Mr. Bob Rae, President of ECOSOC. This year, 37 countries are expected to share how they’re moving forward on the Sustainable Development Goals.

The Sustainable Development Goals Report 2025
The Forum will mark the official launch of The Sustainable Development Goals Report 2025 (14 July). This annual progress report provides a global overview of progress towards the SDGs based on the most recent data and since the adoption of the 2030 Agenda for Sustainable Development in 2015. The 2025 report is expected to demonstrate that while progress has been uneven and limited on several goals, notable achievements across regions and countries demonstrate that change is possible. The world is on track or making moderate progress on 35 per cent of the 139 Sustainable Development Goal targets with trend data available.
About HLPF
Under the theme, “Advancing sustainable, inclusive, science- and evidence-based solutions for the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs) for leaving no one behind,” the HLPF will review in depth Goals 3 (good health and well-being), 5 (gender equality), 8 (decent work and economic growth), 14 (life below water) and 17 (partnerships for the goals).
The Forum will include a three‐day ministerial segment of the HLPF from 21 to 23 July, held as part of the High‐level Segment of ECOSOC. On 24 July, the final day of the High‐level Segment, discussions will focus on the long-term impacts of globalization on SDG achievement and the future of multilateral cooperation. A special session on “UN at 80: The role of ECOSOC in leading action for a stronger and more effective multilateral system” will explore ways to revitalize ECOSOC’s leadership and functions—ensuring the Council is well-positioned to lead global action in a fast-changing world.
The Forum will culminate in the adoption of a ministerial declaration on 23 July. This document will give important policy guidance for countries in their continued implementation of the 2030 Agenda for Sustainable Development and its SDGs as they work to accelerate progress to 2030.
Special Events
A series of special events will be organized in conjunction with the HLPF, in collaboration with various partners engaged in the implementation of the SDGs. These events include the:
Development (21July);
Approximately 190 side events (on-site, off-site and virtual) bringing together governments, international organizations, the private sector and other key stakeholders, will take place during the Forum. Among the side events scheduled, the International Institute for Sustainable Development (IISD) is organizing a virtual side event on “Connecting Media to the SDGs’ Data and Stories,” to be held on 17 July at 9 am EDT.
At the same time, more than 13 VNR Labs will provide an informal platform for experience-sharing and reflection on the Voluntary National Review process.
